TOMBALL MOBILITY PLAN

Gradient Group, LLC was selected by Harris County Precinct 4 for the development of the Tomball Mobility Plan. The plan consisted of a comprehensive Design Concept Report (DCR) for multimodal transportation corridors within the City of Tomball. The scope included extensive field data collection, crash analysis, review of prior studies, and evaluation of existing roadway, transit, bike/pedestrian, and utility conditions. The project produced conceptual roadway design alternatives, storm sewer layouts, and detailed drainage analysis to support sustainable and resilient infrastructure. Coordination with public and private utilities, public engagement support, cost estimates, and traffic operational assessments guided the design and decision-making process. Emphasizing safety, accessibility, and economic vitality, the report integrated Vision Zero principles, national and international best practices, and community input to develop corridor improvements that prioritized multimodal mobility and long-term functionality.
