SOUTHEAST HARRIS COUNTY MOBILITY PLAN

Gradient Group, LLC in professional association, was selected by the Houston Metropolitan Planning Organization (MPO) Houston-Galveston Area Council (HGAC) to conduct a Mobility Plan for Southeast Harris County. Gradient responsibilities include Intersection Capacity Analysis, which included narrowing the study area to 100 signalized intersection (priority network), data collection, building existing conditions and proposed SYNCHRO models for developing and improving intersection capacity. These capacity improvements concept development and cost estimates included benefits of improvements. Gradient’s Safety Analysis included looking at 50 high-crash locations for a determining a Regional Safety Plan. Gradient performed diagnostics for the high crash locations and developed countermeasure safety improvement concepts and cost as well as benefits of improvements based on the Highway Safety Manual.
